TfL Announces Significant Fee Hikes for Taxi and Private Hire Drivers

Transport for London (TfL) has confirmed a series of price increases that will substantially raise the cost of licences and mandatory assessments for both taxi and private hire vehicle (PHV) drivers. These changes, the first major adjustment to licensing fees since 2017, come amid a high cost of living and a persistent backlog in processing driver applications that has drawn formal criticism from London’s elected representatives.

Increased Costs for Driver Qualifications and Licences

Effective March 9, 2026, the fees for the iconic “Knowledge of London” assessment will rise. The initial assessment fee will increase to £225 from £200, while the subsequent appearance fee will climb to £425 from £400. Fees for safety and regulatory tests are also going up, with resit fees nearly doubling from £16 to £30. Private hire drivers face similar increases for their required English language and topographical skills tests.

The financial impact on drivers will intensify on June 1, 2026, with increases across nearly all licence application and grant fees. For taxi drivers, the licence application fee rises to £138 from £120. The vehicle licence application fee increases to £70 from £66, and the grant of licence fee rises to £50 from £44.

For private hire drivers, the driver licence application fee jumps to £138 from £124, and the driver grant of licence fee rises to £205 from £186. The PHV vehicle licence application fee (£84) and grant of licence fee (£56) will remain unchanged. These adjustments follow a formal review of the industry’s fare structure and licensing framework.

Context of Industry Strain and Operational Backlog

These fee hikes arrive during a period of significant frustration within the licensed driver community. TfL has been grappling with a massive backlog in licensing processing, leaving hundreds of applicants unable to work and generate income. Elly Baker AM, Chair of the London Assembly Transport Committee, has been vocal in her criticism of TfL’s handling of the situation.

“These delays are having a serious impact on driver wellbeing – preventing them from being able to work, earn money, and support their loved ones,” Baker stated, adding that the prolonged wait times have contributed to a “breakdown of trust” between the regulator and the industry it oversees.

Passenger Fares and Airport Charges to Rise

The cost of travelling in a London black taxi will also increase for passengers starting April 25, 2026. The minimum flag fall fare will rise from £4.20 to £4.40. Tariffs 1, 2, and 3 will see an increase of nearly 3%. A notable change is that Tariff 4 rates (for journeys over six miles) will be aligned with the new Tariff 2 rates, applying at all times.

Additionally, a new £6 drop-off charge will be introduced for journeys terminating at London City Airport. TfL has instructed drivers that this charge must not be applied to passengers holding a Blue Badge. Importantly, the fee for using the airport’s designated taxi rank itself will not change.

The simultaneous rise in driver operational costs and passenger fares underscores the financial pressures facing London’s licensed transport sector. While TfL frames the fee adjustments as a necessary update following a review, the implementation coincides with existing industry pain points related to licensing delays and the broader national cost-of-living crisis. The long-term effect on driver livelihoods, passenger willingness to use taxis, and the overall competitiveness of London’s hire car industry remains a key point of observation for stakeholders and policymakers.
